The "Alternative Culture" project was initiated by the Cultural Association Flower Power as a support for the relevant persons and entities in the cultural field, in strengthening their capacity in the development of public cultural policies. The project aims at putting forward an alternative proposal to public policies for improving the status of artists in Romania.

The "Alternative Culture" project is co-financed from the European Social Fund, through the Operational Program Administrative Capacity and runs from April 2018 to September 2019.

In June 2019, "Alternative Culture" is going through an important stage, of presenting the alternative policy proposal formulated as a result of the activities in the project and subjecting it to a public consultation process.

The elaboration of the alternative public policy proposal within the project "Alternative Culture" was coordinated by Oana Năsui-Expert responsible for the coordination of public policies elaboration within the project team.

The first draft of the alternative policy proposal on the format of GD 775/2005, was made by a group of 20 representatives of private cultural area during a training camp for public policies, an activity made within the project, in January 2019. The draft was completed in the following activities with the feedback on the problems and possible solutions provided by different types of work tools used in the project: an online questionnaire of perception (300 respondents), 9 debates in the country (191 participants), 5 meetings working with artists in the country (100 people) and 17 workshops with 55 experts and stakeholders.

To substantiate the public policy proposal it has been made a legal research on a mix of over 120 Romanian laws directly on or related to the artist status and cultural environment.

All these laws are available on the project website (www.statutulartistului.ro), the summary versions and full versions.

The public consultation will be followed by a series of meetings with representatives of competent public authorities to promote the alternative public policy proposal developed, for the adoption, approval and implementation in the national cultural system.

 

The public consultation dedicated to the alternative public policy proposal entitled "Strengthening the societal status of the artist, author, creator, in Romania" will take place between 05.06.2019-05.07.2019, online via website  https://statutulartistului.ro, on a forum-like designed page.

Through this website page, all those who are interested may submit comments and proposals on the content of public policy proposal.

 

Also in June, the seven events for the dissemination of the alternative public policy proposal "Strengthening a societal status of the artist, author, creator, in Romania" are held in the framework of the project. Events will take place after the following program:

To the meetings on the alternative public policy proposal are invited to participate representatives of State and private cultural institutions and NGOs in the specified cities, artists, cultural managers. The formulated alternative proposal of public policy does not represent the official position of Flower Power Cultural Association, the European Union or of the granting authority Administrative Capacity Operational Program(POCA), being more the result of the "Alternative Culture" project activities provided and performed therein.
