The advantage of databases at the level of ministries and subordinate institutions is given by the accuracy of the data, the quality of the information to be updated and the large amount of analysis. Data collection does not entail additional costs because in most cases it is the result of data flows from local institutions to central level institutions on a mandatory basis.

Officials involved in processing this data are already employees of the relevant MCIN, which does not involve additional costs. As with the legal departments of other ministries, they will also have the task of promoting normative acts, also an activity that does not impose additional costs. The Ministry of Culture and National Identity, through the activity of the National Research and Cultural Training Institute, benefits and sends to the market various and varied studies that reflect the situation of the cultural field in Romania. The costs of organizing information and training may be higher, involving travel, accommodation and renting of different venues for debate.
