● Opposition from current non-profit entities benefiting from the current regulatory system; the difficulties encountered in the law-making process (that it is a new law or the modification of a procedure, duration, complications are similar);
● The vast majority of the actors in the field will be waiting; exponentially increasing the number of professionals who self-declare independent artists and creators;
● To oversee areas of creative activity by adopting a public policy targeting target groups whose profession is regulated (eg architects);
● Omission from the lists of creative professions (COR subgroups) and CAEN codes for cultural and creative industries (NACE codes according to the National Culture and Heritage Strategy 2016-2022) of professions and codes that can benefit from the effects of the public policy proposal;
● Establishing appropriate management mechanisms that do not allow resources to be distributed through an objective algorithm to potential beneficiaries; the consumption of resources necessary for the functioning of the management mechanism is high and generates the discontent and distrust of potential beneficiaries;
● Overlapping categories of professions make some professions potentially included in the category of artists and artists (for example, for NACE codes for IT services The Fiscal Code already provides some facilities).
