ALTERNATIVE CULTURE, Contract no. 84 / 29.03.2018, SIPOCA Code 345, MySMIS Code 110829.

UNESCO is launching until 23rd of november 2018 a global study regarding the policies and the measures taken in the entire world to support the economics and social rights of the artists.

It's about a critical moment when artists and creators in the entire world reiterated their calls for stronger rights, equitable remuneration, author rights reform, a law which gives the creators a fair trade from the global companies side, especially the ones which offer a platform for the content generated by the users.

As can be seen from the 2018 Global Report of UNESCO on reforming cultural policies, the employment and social status of the artist continue to be poor, with low access to social insurances, pensions, and other social provisions.

Long awaited by artists and by the professionals in the cultural field, the survey findings should serve to inform policymakers and to send a strong message to the global community - which allows future generations of creators to make a living from their work.

Professionalizing the status of the artists and defining their conditions for economic and social work is essential to reaffirm the freedom of expression for artists

The survey was created on three thematic areas: culture in the digital environment; transnational mobility of artists and on the flow of artistic works; social and economic rights, artistic freedom and gender equality.

Aligned to the issues covered by the UNESCO Recommendation on the Status of the Artist, the online questionnaire is also available to UNESCO's Member States and for relevant national and international non-governmental organizations.

Adopted by the UNESCO General Conference in 1980, this recommendation invites governments to improve the professional, social and economic status of artists by implementing policies and measures related to training, social security, employment, income and taxation, mobility and freedom of phrase.

The obligation to strengthen legislation to address these issues has given new impetus in recent years to UNESCO's action. Through its Aschberg program and under the Convention in the 2005 on the protection and promotion of the diversity of cultural expressions, technical assistance is given to countries wishing to develop or revise the legislative framework of artists and culture professionals. The Republic of Mauritius benefited from this dedicated support in 2017 to create such a new regulatory environment.

The results of the survey will be presented by the UNESCO Director General at the 40th Session of the General Conference in the autumn of 2019.
