Within ministries and their subordinate institutions, the existence of databases facilitates the foundation of public policies and their impact on the social environment. Collection and analysis of data are not costly, in many cases they already exist and constitute a constant of the current work of civil servants. In these cases, it is only necessary to reinterpret existing data into a different key that would provide new and relevant information.

The proposed legislative changes will make the financial resources of the organizations representing the artists, creators, authors and the projects and programs towards which they direct these resources are transparent. The phrase "there is no money in culture" will, if not rarely used, at least be accompanied by coherent justifications of this fact.

The artists, the creators, the authors will have a strong position by knowing where the resources are, how they can access, what their rights and obligations are due to their artistic and professional affiliation, which are their social facilities and obligations.

Artists will be able to give the form they want to the creators' organizations they belong to, by proposing strategies or projects in which they direct the resources, they can master their copyright and related rights, they can organize unions of new creators or bodies of new collective management. Artists will be able to have a clearer picture of the size of their own business sector, of its strengths and weaknesses, and can directly involve in the improvement of the quality of life, of those to whom they dedicate their works and works, as well as of their own.
